Awareness of Disaster Cycle among Dhuyufur Rahman against Accidental Risk

Abstract

Some of the catastrophic events that occurred during the Hajj season, such as cranes crashing at Masjidil Haram in 2015, Muassim tunnel accident in 1990, Mina fires in 1997, and bloody events at Masjidil Haram in 1987, were among the tragic events that must be taken seriously. These incidents caused thousands of lives and injuries. Due to millions of people performing worshipping duties, the possibilities of such accident are high. However, efforts to mitigate these accident risk effects can be achieved through effective prevention, preparation and response efforts. This paper aims to identify the extent to which efforts are made to provide Dhuyufur Rahman (Hajj Pilgrimage) with knowledge regarding prevention, preparation and response against accident risk, and to propose a comprehensive guideline criterion to the responsible party in managing the pilgrimage using disaster cycle awareness. This exploratory study is conducted qualitatively by combining interviews, focus group discussions, observations, and analyses of documents. Identified elements are: (1) knowledge of accident risk; (2) accident risk experience; (3) accident risk awareness; (4) prevention and preparation awareness using disaster cycle; and (5) response awareness through disaster cycle. These elements will influence awareness and response capabilities in accident risk, and further discussion is presented in this paper.
