Abstract

The management of state assets conducted by the Ministry of Finance impacts the processes carried out by the private sector, among others on upstream oil and gas businesses. The influence of processes within the government bureaucracy can be felt by the private sector in the form of cost efficiency and the effectiveness of the businesses it manages. This article discusses the efforts to implement collaborative governance in the public sector, which is related to the process of managing state assets (BMN) conducted by the Ministry of Finance and the Ministry of Energy and Mineral Resources. The purpose of writing this article is to implement a relevant collaborative governance model in the public sector, which will later influence the clarity of the process, transparency, and increased participation of all parties in the success of government programs. This research recommends the implementation model of collaborative governance needed to improve the quality of management of KKKS BMN in the form of official and periodic face-to-face forums with the aim of collaborating on planning, resource sharing, power-sharing, knowledge sharing, as well as simplification of processes. In addition, so that the process can run better, a digital system can be developed in the management of every stage of the process from the administration of the KKKS BMN to its approval.
