The Impact of E-Government Practice and Policy: A Study on Analysing the Implementation of E-Procurement System

Abstract

Badung is the one of regency with largest local revenue in Bali. Naturally, the rapid regional development and technological advancement follow the development of this region. The main indicator of regional development is supported by adequate infrastructures and facilities. To meet the demand, it is imperative to procure goods and services. This study aims to evaluate the implementation process of online good and service procurement that is commonly known as e-procurement and focuses on its implementation in Badung Regency. Population for this study included the government of Badung Regency. Goods and Services Procurement Unit (UKPBJ), vendors and users of goods and services were the samples of this study. The data analysis applied content analysis technique with text coding that is part of Nvivo12 program. The result grasped from this study denoted that e-procurement process was pretty well implemented, yet, obstacles occurred in terms of the readiness of human resource and the rudimental database system, as well as unstable internet connection.
