Abstract

Malaysia is in jeopardy and in exposed when a Chemical, Biological, Radiological or Nuclear (CBRN) agent hazards attack by either a criminal group or any industrial accidents and would undoubtedly cause widespread panic and fear towards civilians. Malaysia has several agencies that are responsible to manage the CBRN hazards, but they are restricted in compliance with their scope of authorities by laws. Even though the probability of CBRN hazards is low in Malaysia, a quick and efficient response is needed in managing and handling the situation. CBRN hazards can be a weapon, non-weapon, or industrial materials and it consists of different scopes according to their type, situation, and scale. Each of these scopes has its corresponding agency. An established guideline and a standard of procedure towards each range of CBRN hazards are essential to avoid any complication and confusion of which agency is responsible for the response to the hazard. This paper will review the procedures, roles, and policies of the leading agencies in Malaysia that are responsible for the CBRN hazards.
