Evaluating the Application of Quality Management For Sustaining Military Force Modernisation

Abstract

Presently, most military organisations are implementing their modernisation programmes to stay relevant and competitive in the global security landscape. The military, unlike the private sector, still relies heavily on its people despite the advances of technology and the information age. It is important to note that many people have confused the distinctions between leadership versus management, efficiency versus effectiveness, strategy versus statistical analysis, customer satisfaction, soldier capability and others. In order to command, lead and manage effectively, it has had to balance the implementation of quality management with good governance, planning and reorganisation. Hence, it is important to study whether or not quality management is right for the next generation military and if the match is not right, the military higher management must ensure this problem is fixed. Military organisation around the globe will likely be required to address these long-term issues as it revises its plan towards force modernisation. This study focuses primarily on command and control; operations and logistics. Through a study of both the civilian and military quality management concepts and linking it with force modernisation, this paper concludes that there are some areas where quality management works and some areas where it does not.
