An Analytical Study of The Obstacles and Challenges Facing the Adoption and Use Of E-Government in Iraq: Citizens' and It Employees' Perspectives

Abstract

Information and Communication Technologies (ICTs) has become fundamental building of modern community. Governments, especially in developing countries, seek to facilitate service delivery to their citizens efficiently and effectively through developing and utilizing ICT technologies. Many governments have exploited Information Technologies development for developing a wide range of electronic services that referred as e-government services. In Iraq the projects of e-government have been specified as one of the most important priority areas of government. However, the adoption of e-government services are still facing many barriers and challenges including technological, infrastructure, cultural, political, and organizational that must be considered and addressed carefully. This study explores the main factors of adoption e-government services by user. Moreover, the study uses quantitative research method in collection data by using questionnaire of 460 Iraqi citizens including employees of IT department from different sectors of public. The researchers have identified an important barriers and challenges from different perspectives, based on the analysis of data collected. This study generated a list of recommendations for the policy makers and the public sectors to move towards the successful adoption of e-government services in Iraq.
