Abstract

Researchers examined the implementation of the Problem Based Learning (PBL)
model in the implementation of training programs for population cadres. The purpose of the
training is to describe the needs of the community, which is determined based on priorities.
Researchers found a fit between the purpose of the training and the implementation of the
model applied in the training program. The background to this problem was found due to the
lack of synchronization between the needs of the community and the implementation of the
program, resulting in some programs not being fully felt by the community. This research
uses a qualitative approach, with data collection procedures including observation guidelines,
interview guidelines, and documentation studies. The results showed that the formation and
development of trainee knowledge occurred through social interaction. The PBL approach
will result in priority needs in community empowerment programs.
