Empowerment Program Analysis of MSMES at the Department of Industry, Trade, Cooperatives and MSMES in Samarinda City

Abstract

This study aimed to analyze the empowerment program for Micro Small and Medium Enterprises (MSMEs) at The Department of Industry, Trade, Cooperatives and MSMEs in Samarinda City and describe the driving and inhibiting factors in empowering Micro Small and Medium Enterprises in Samarinda City. This study used a descriptive method with a qualitative approach, data collection instruments through observation and interviews and other supporting documents. The results showed that the empowerment program of MSMEs contained in the strategic plan of 2011-2016 based on the measure of the indicators of achievement of goals measured from the time of implementation and the achievement of targets was quite effective because it had achieved predetermined targets, based on the indicators of integration and adaptation which was quite effective in accordance with effectiveness theory put forward by several experts, although in terms of program implementation it still needs to be maximized because there are several factors that become obstacles to both those who empower and those who are empowered.
