Hermeneutic Analysis of the Success Factors of e-Government Electronic Customs Document Submission System

Abstract

This study aims to analyze the success factors of the e-government system for submitting customs documents electronically from a hermeneutical perspective. The study focuses on analyzing the success factors of the Ministry of Finance's e-Government which had high success index implemented in Bali Province which had a small success index. The analysis was carried out hermeneutically concerning to the DeLone-McLean success method based on qualitative research on the use of the Customs Electronic Data Interchange (PDE Kepabeanan) system at the Ngurah Rai Medium Customs Type, Customs and Excise Controlling and Servicing Office (KPPBC TMP Ngurah Rai). The results show that the successful implementation of the PDE Kepabeanan System is determined by the system owner’s efforts, not from the implementation location or system users. The determining factors for the PDE Kepabeanan system’s success at KPPBC TMP Ngurah Rai are ease of use, socialization, system benefits, system quality, system support, security and user trust, user satisfaction, system design, system support facilities and infrastructure, and system mandatory.
