The Construction and Application of Voluntary Service Organization Activeness Evaluation Index System

Abstract

Since 2008, voluntary service organizations in China have continued to emerge, which has
promoted the vigorous development of voluntary service across the country. Voluntary service organizations
are an effective bridge between supply and demand, and an important participant in the development of
voluntary service. At present, there are relatively few studies on the activeness of voluntary service
organizations nationwide. This paper starts from the definition of the “activeness” of voluntary service
organizations, reviews the related research, and designs the evaluation index system of voluntary service
organization “activeness”. Meanwhile, the author has put the evaluation index system into practice and
conducted a small-scale empirical study on the “activeness” of voluntary service organizations. The results
show that the overall activeness of voluntary service organizations participating in the survey is insufficient.
Among them, the “social impact” scores the highest, followed by “external communication” and “project
implementation”, and “income and expenditure” gets the lowest score. Based on a comprehensive analysis,
this research proposes to continuously improve the activeness of voluntary service organizations from multiple
dimensions such as policy guarantee, financial support, and Internet platform construction, thus promote the
continuous, standardized and healthy development of voluntary service organizations.
