Research Development and Publication of Lecturers in The XII Region of High Education Services Institution, Ambon

Abstract

The problem in this research was the gap between the target of the Minister of Research, Technology and Higher Education (now Kemenristek/BRIN) in the field of publication that wants to be number one in ASEAN, while the Higher Education Service Institution (LLDikti) Region XII Maluku and North Maluku (now Higher Education Service Institution (LLDikti) Region XII Ambon), which is one of the ministry's work units, has a number of lecturers who are not very active in the field of research that has an impact on publications. This can be seen from the very minimal number of research proposals funded by the Directorate of Research and Community Service (DRPM) of the Ministry of Research, Technology and Higher Education (Kemristekdikti) in the last 4 (three) years (2017, 2018, 2019, and 2020). Based on this, the purpose of this research was to find the inhibiting factors behind the minimal involvement of lecturers in private universities (PTS) in LLDikti XII. This type of research was qualitative research that seeked to raise ideographically the phenomenon of the low level of proposals and the passing of lecturers' research proposals at LLDikti XII. The location of this research was exactly opposite to the work area of the XII Higher Education Service Institution (LLDikti), which was Maluku Province and North Maluku Province. Data were collected through document searches, interviews, and focus group discussions. The analysis process was carried out at. during, and after the data collection process. The steps to analyze the data were: (1) data reduction, (2) data display, (3) understanding, interpretation and interpretation, (4) drawing conclusions and verification. This research found that the average lecturer involved in the research did not make up a quarter of the total. Likewise with the number of private universities involved; on average only one-third participated in DRPM-financed research. This research also found that the lecturers with the highest level of education in LLDikti Region XII were very few in each PTS. This also happened to the functional levels of Lector, Head Lector, and Professor. This had an effect on the reputable international publications produced. Contrary to the previous statement, the number of lecturers with functional positions as Expert Assistants (AA) still dominates in LLDikti Region XII. This has an impact on research proposals and research funding which is very significant in the Beginner Lecturers’ Research (PDP). In fact, reputable international publications were not required in this research.  In the future, lecturers at LLDikti Region XII will no longer be able to propose PDP due to several reasons: (1) they have received this scheme twice (in accordance with the provisions of DRPM); (2) The level of education and functional positions have changed from Expert Assistant (AA) to Lector (L); (3) PTS cluster slowly increasing from Guided to Average, Main and Independent, according to the ranking in DRPM. Based on these things, training programs packaged in the capacity building model for LLDikti Region 12 lecturers need to be implemented so that they can answer the challenges of research progress and reputable international publications that continue to grow.
