Abstract

— Purposeofthe study:the purpose of this study is to examine on the accuracy in predicting the
production and consumption of rice; to examine government policies in supporting rice self-sufficiency; and
how the role of technology in supporting rice self-sufficiency policies is.
Methodology: Secondary data used are data related to national rice production and consumption for 30
years. The type of data in the study consists of: 1)The study was conducted by using data from the Central
Bureau of Statistics (BPS); 2)Department of Agriculture located in Jakarta and Research Center; and
3)Center for Research and Development of Agricultural Socio-Economics located in Bogor.
MainFindings: The research results obtained from the projection of rice production and consumption in
Indonesia in 2016-2021 show that Indonesia has a surplus of rice until 2021 so that the government must be
able to maintain it with various policies to achieve rice self-sufficiency as follows: (1) The government
issues instruments for rice policy implementation consist of; government purchase price (HPP), import
mechanism, seed and fertilizer subsidy, technology development and infrastructure improvements, (2)
Revitalizing the role of agricultural technology innovation (superior varieties and cultivation systems) on
increasing productivity of lowland rice.
Applicationsofthisstudy:Improvement of the base of farmer groups in each production center area includes
the empowerment of these centers. The main objective is to improve communication between farmers in
each center, so that they can handle quickly and well various things about production systems, farm
management, post-harvest handling, and marketing potential.
Novelty/Originalityofthis study:Policies that have been carried out by the government to encourage
increased rice production in Indonesia, namely: (1) Basic price policies must be set by the government; (2)
The policy of subsidizing the price of production facilities aimed at stimulating farmers to improve the
quality of intensification; and (3) The policy of importing rice should be strictly controlled by the
government
