Abstract

The objectives of this research were 1) to study the propaganda philosophy of Buddhism in the
Tipitaka, 2) to study the propaganda philosophy of Theravada Buddhism in modern times, 3) to integrate the
propaganda philosophy of Theravada Buddhism propagation in the next decade, and 4) to propose the forms
of Theravada Buddhism's propaganda philosophy in the next decade. Documentary research of qualitative
research from primary data was designed with Buddhism Dhamma Tripitaka B.E. 2525 version, including
academic papers and related research. Besides, the researcher conducted purposive sampling in-depth
interviews from Dhammaduta Bhikkhus from foreign countries, Buddhism's experts, and 13 officers once
the information has been obtained, they were categorized, analyzed, and finally synthesized to obtain new
knowledge through a descriptive statistic. Results showed that 1) The basic philosophy of Buddhism
propagating in the Tipitaka most will focus on suffering and cessation of suffering because suffering is a
problem that humans must face and should be appropriately corrected. Therefore, the main purpose of the
propagation of the Lord Buddha's teaching is to help fellow humans to be able to solve their problems or to
get rid of suffering. The solutions will be focused on the true root that causes human suffering that is
wanting to possess, wanting to be someone or something, wanting to push away what you are. 2) The
propaganda philosophy of Theravada Buddhism in modern times has been studied through the philosophy of
Theravada Buddhism in various countries, such as Thailand, Cambodia, Myanmar, Laos, Sri Lanka, etc. The
study found that each country relies on individuals and organizations to propagate Buddhism by those who
have played a role in propagating Buddhism from the past to the present. 3) Integrating Theravada
Buddhism's propagation philosophy in the next decade from the papers related research and the interviews
with experts can be divided into 2 parts, which are; (1) For organizations, there should be social and cultural
policies for education, diplomas, online propagation, governing and law in the doctrine of Patimok, and (2)
for Personnel, there should carry out propagating works with the teachings of Patimok including, to not
commit all sins, to make enough merits, and to purify the mind. 4) PGV Model, which is a form of the
propaganda philosophy of Theravada Buddhism in the next decade, which can support the changes that will
occur in the future. This model is under the original teachings that the Lord Buddha has emphasized to the
missionaries of Buddhism, including the teachings of Patimok, such as the 4 ideological Principles and the 6
Principles.
