Abstract

This paper presents a study to identify and cluster the factors that influence the intention of citizens
of the United Arab Emirates (UAE) to use a mobile government (M-Government) platform. The UAE is one
of the leading countries that offer this service in the Arab world. Advanced mobile technologies have
transformed citizens’ accessibility to the government services and have allowed them to benefit from these
services from any place at any time. Lack of awareness as well as the non-intention to use the technology
tremendously affects the adoption of m-government services in UAE. The data was collected through
questionnaire survey amongst the UAE citizens through 263 valid responses. The data was used to develop
the measurement model in SEM-AMOS software. The Confirmatory Factor Analysis was conducted to the
model and to establish the reliability, validity and model fitness of the factors influencing m-government
service. The result indicated that all the proposed factors were reliable and clustered in the respective groups.
The findings can further be used in the structural model to test the hypothesized relationships among the
research constructs.
