Abstract

This study aims to see how the procurement of goods and services procurement system leads
to (e-procurement) at PT. Waskita Karya, Tbk. Tebing Tinggi - Parapat Toll Road Project
Phase 1 Section 3 Section Tebing Tinggi - Serbelawan Zone 4 which is measured by the
principle of procurement of goods and services based on the Regulation of the Minister for
State-Owned Enterprises of the Republic of Indonesia Number PER - 08 / MBU / 12/2019
concerning Guidelines for Procurement of Goods and State-Owned Enterprise Services. The
method used in this research is quantitative descriptive method. The population of this study
consisted of the QHSE, Production, Equipment & Risk, Procurement & Logistics, and
Accounting & Financial sections, which can be said to be 51 people. The data analysis used
was the Validity and Reliability Test, Descriptive Test, Normality Test, and Difference Test,
using SPSS 20 and Microsoft Excel applications. The results showed that the system of
procurement of goods and services was implemented by PT. Waskita Karya, Tbk is still
conventional and has applied the principles of procurement of goods and services but has not
been maximized. However, along with technological developments, companies must also
develop a system into e-procurement to apply the principles of procurement of goods and
services. Respondents also stated that respondents have been able to implement (eprocurement) because so far the company has started to hold various training both for
employees and for vendors.
