Abstract

This research aims to highlight the effective role that the tourism sector plays in the comprehensive development process in all its economic, social and political aspects within the global economy, and to shed light on the reality of the tourism sector’s contribution to the economic development process. This study concluded that tourism in the current era is an integrated industry that contributes to the social and economic development of many countries that have been interested in their development, in contrast to which, despite their inclusion of tourism investments in the national development plan, it did not attract the same amount of attention with other sectors. This is due to the nature of the model used, represented in the accreditation of the petroleum industry. However, in recent years, I realized the importance of tourism and realized that it is an inevitable necessity. Some initiatives emerged from the public authorities for the advancement and development of the tourism sector. Where a plan was adopted that extended from 2001 to 2010, which was divided into two phases. The first phase, extending from 2001 to 2005, was devoted to preparing, encouraging and controlling the tourism real estate, and the second stage from 2006 to 2010 is considered the stage of evaluating the achievement and actual construction of the tourism sector. It is the plan that was strengthened with some amendments to present a more comprehensive plan known as the Horizons 2013 Development Program. The responsible authorities have also attached the master plan for the tourism preparation for the horizons of 2025, which constitutes the reference framework for the tourism policy and the development strategy to be followed in order to activate it in the future to play the role assigned to it, similar to those developed countries in the field of tourism, especially that they own the site, space, environmental diversity, political and security stability and human resources. Financial, which helps to be a distinct tourist country in the future.
