Abstract

The conflict in Syria has evolved through simple protest movements against President Bashar al-Assad, and the failure to implement the promised reforms to a full civil uprising. Violent clashes between the government armed forces and the popular opposition resulted in the killing of many Syrians among the dead and wounded, which caused the death of more than (150,000) people - during the study period - and the migration of more than three million Syrians to neighboring countries (Lebanon, Iraq, Jordan, Egypt and Turkey) , And more than four million people are displaced inside Syria.The international community considered the Syrian issue the biggest humanitarian crisis in the twenty-first century, as international organizations drew the seriousness of human rights violations committed by the Syrian regime against its people in its efforts to stifle opposition attempts to topple the government. The European Union has continued to stand as an international actor in condemning the continuing gross violations of human rights and atrocities committed by the Syrian army.Syria has become a major concern for Europe for two reasons. First: The displacement and human tragedy caused by the internal uprising was created a destabilizing situation for the neighboring countries, which are either allies of the European Union (Turkey is a member of NATO) or has a friendly relationship with the European Union (Jordan and Lebanon). Second: Hundreds of the European Union countriesresidents going to Syria as fighters raise fears of their return to their homelands and their transformation into an internal enemy in their origin countries.
