Prevention and Control of HIV & AIDS: Institutional Strengthening Strategies

Abstract

The effects of human immunodeficiency virus (HIV) and acquired immune deficiency syndrome (AIDS) for developing countrieswere very serious since they would haveaffectedsociety’saspects of life. Responding to this matter, the presentstudy tried to reveal how a city in a developing country combated this problem by strengthening the institution directly involved with it. It used a descriptive research method with a qualitative approach categorized as a case study and its technical inquiry employed a SWOT analysis. Data collection techniques were carried out through literature study, observation, in-depth interviews, and focus group discussions. To dissect the data, the frameworkrelated to institutional strengthening measures proposed by Hilderbrand and Grindle (1997) encompassing individual, structure, and system dimensions was applied. The results indicatedthat all dimensions in institutional strengthening measures had not been fulfilled causing the ineffective prevention and control of HIV & AIDS in Tasikmalaya City. Yet, this gap could be complemented by an effective alternative measurein the form of an aggressive strategy. Departing on this finding, the study has the implication to the practice of local government, particularly characterizing as an emerging city, while proposing polices to eradicate HIV & AIDS.
