Abstract

The purpose of the Pamsimas Program is to improve access to drinking water and sanitation for poor people in rural and suburban areas, as well as to increase the value and behavior of healthy living by building/providing community-based drinking water and sanitation infrastructure and facilities that are sustainable and can be adopted by people for achieving the target MDGs. On this basis, it is necessary to examine the implementation of Community-Based Clean Water and Sanitation. This study aims to explain the implementation of the Pamsimas service program through the arrangement of the pipeline and the construction of a water reservoir so that it can flow through households that still lack clean water. A qualitative descriptive approach based on the classification of types and sources of data, namely primary data and secondary data. The results showed that the implementation of the Pamsimas service policy through the structuring of the pipeline and the construction of a water reservoir, this is not yet optimal due to various internal factors both in the implementation procedures and the lack of awareness of the program implementers in implementing them so that many ignore the mechanisms and stages that should be carried out. The lack of optimal implementation of government policies in the Pamsimas program is largely determined by the existence of neglected factors that hinder the implementation of the Pamsimas Program such as communication, resources, disposition and bureaucratic structures where the implementation of the Pamsimas program has not been entirely allocated
