Research on the Input-output Efficiency and Influencing Factors of Marine Science and Technology

Abstract

The development of science and technology is a key factor to promote national economic development, and the effective use of science and technology has a very important influence on national and regional economic development. Therefore, the study of the input-output efficiency and influencing factors of marine science and technology in coastal areas of China has great significance and may promote the comprehensive ability of marine science and technology in China and ensure the sustainable development of the marine economy. This paper uses DEA analysis and multiple regression analysis model to calculate the input-output efficiency of marine science and technology in 11 coastal areas of China in 2007-2016, analyzes the possible factors affecting marine economic activities and conducts empirical verification. The results indicate that the innovation of science and technology in China is generally effective, but there are still many factors hindering its development in the aspect of innovation of marine science and technology; there is a large gap in the marine economic development between regions, and the polarization of scientific and technological innovation capacity is more serious. On the issue of how to improve the allocation of resources and make the layout more reasonable and efficient, this paper proposes Suggestions from four aspects: how to provide policy support from the government, how to balance the development of institutional scale, how to train and introduce talents in Marine science and research, and how to reasonably adjust the focus of economic development in the region. This is of great practical significance for improving the national marine science and technology input-output efficiency and promoting the sustainable development of China's marine economy.
